EU Import Changes

The European Union is introducing new measures to address the rapidly increasing volume of low-value consignments entering the EU through cross-border e-commerce. These changes are designed to strengthen customs oversight, improve compliance, and ensure a more consistent and efficient approach to the handling and clearance of such shipments.

The reform will be implemented in phases, with the first stage scheduled to take effect in July 2026. Further details on this initial phase are provided below. Additional phases are expected to follow as the framework continues to develop.

In advance of the EU-wide implementation, some individual countries have already introduced their own handling fees and requirements for low-value consignments. These national measures may be replaced or harmonised once the EU-level handling fee and processes are fully in place.

Customers should also be aware that these changes may result in adjustments to import procedures, potential additional charges, and possible impacts on delivery times, depending on the destination country and the nature of the shipment.
